Take assets such as cars and homes or if families are involved take second charges against their mortgage. Money to the taken after sale of home after family dependents reach 18 or after student studies.

If the family has no mortgage or assets then the UK tax payers stump the bill in the same way we pay for pensioners who also have no property and go into care.
