We want the country out of the red, and into the black. We spend so much money on the unemployed, so why not get them into work, with a early lesson in life. This would say save so much money that is pumped into the military, and help raise wages for the real troops out there, and not those sat in the garden. It happens in so many other countries, and has so many benefits.
