To make the selling of unregistered SIM cards & unregistered mobile phones illegal.

This will prevent malicious text messages being sent anonymously & assist the Police & Customs & Excise in their pursuit of criminals.

Proof of identity & address would have to be given to purchase either of these items. Any phone numbers would then be registered to the purchaser.

All phones that are unregistered must be contacted & told to register. Those that fail to comply will have their contract terminated & the number removed.
