For all bicycles in the UK to be registered and display a license plate style ID similar to cars.
A registration plate would deter cyclists from running red lights, as traffic cameras would be able to pick them up and would discourage anti-social behavior relating to bicycles (gang activity, cycling in inappropriate areas).
To deter thieves from stealing people's bicycles and to assist the police in tracking criminals using stolen bicycles to commit a crime.
With bicycles offering a speed greater than walking but offering greater accessibility than motorbikes or cars criminals frequently use them in 'snatch and run' style robberies. With registration numbers in place members of the public have a greater level of reporting available thus acting as a natural deterrent to criminals.
