Petition Create a Sovereign wealth fund

To start a sovereign wealth fund when the country's finances have stabilised and debt as a percentage of GDP is falling. This country has the potential to create a fund for the benefit of its citizens and provide an income to either reduce personal tax bills or to provide more generous state service without raising taxes.
Other states have created funds to invest around the world and safe guard revenues either during tough economic times or for example when oil revenue start to decrease.
The fund could be built over a many years bit by bit and would benefit every citizen for generations without short changing the taxpayer.
