The majority of 'job agencies' very rarely reply to the many applications/cv's forwarded by prospective employees. This practice is demeaning and soul destroying and should be outlawed. An email reply to applications submitted on line is necessary feedback and a matter of courtesy. If agencies don't have the staff to reply, let them employ someone desperately seeking work!
