These centres whilst government owned would be like Fraunhofer institutes. They would not be universities but would work in conjunction with universities and business to apply science to the UK economy. They would gain the majority of their money through contract work.
It most be emphasised this would be a long term project which may not see results straight away as research takes time. It could take 20 years.
