Install a rationing system for people from buying large amounts of items, ensuring everyone has opportunity to purchase essentials needed.

With Coronavirus upon us, people are buying in bulk but excessively, greed has overcome human basic values, and in doing so, leaving little to none for other people, which is creating an impact on elderly, and people who work and can't get to the stores in time.
With rationing, it ensures enough supplies for everyone, giving everyone the opportunity to get the things they need, and prevents putting elderly and vulnerable people at risk.
