Rejected petition dogs on lead in public when they see other owners with dogs on leads

Create a law that protects dog owners who keep their dog on a lead from dogs that are off the lead and not being controlled, I have a small young dog, going blind, he is always on a lead loose dog picked him up shook him by his back bit his abdomen which required surgery,

The public need to take responsibility for their dogs behavior, members of the public with or without dogs should be able to walk in the open without fear of what someone else dog is doing, weather it be hassling another dog or pestering a small child, we all have the right to feel safe, not left dreading walking your dog because you don't know when the next dog will pounce or the owner give you a mouthful because you've asked them politely to keep their dog away from yours, make it law see a dog on a lead put yours on one too.

It's already against the law to let a dog be dangerously out of control anywhere. A court could decide that a dog is dangerously out of control if it attacks someone's animal.

Someone can get an unlimited fine or be sent to prison for up to 6 months (or both) if their dog is dangerously out of control.
