It needs penalties such to deter further occurrences of these heinous crimes towards fellow citizens. The sentences for the perpetrators need to be appropriate so to cease these crimes. Custodial sentences wherever possible would be needed, as just fining them will not stop this from continuing it happening. However, if that becomes too much for the system then an alternative would be to name and shame them within there local community using all available media channels and posting poster throughout their neighbourhoods. Where it involves businesses profiting by selling in-demand products for extortionate prices, then fines would be the best course of action with also custodial severe cases.
