The use of ID scanners should be restricted to public entities & organisations, and not devolved to private companies without due public license. ID scanning is essentially a policing exercise which should remain within the Police authorities.

Pubs & Clubs in particular should have no right to use ID scanners, as they can achieve their licensing obligations (under-age drinking) without scanning or retaining private information.
