Rejected petition Whiplash injury claims fraud, penalise them

I read recently that one man claimed whiplash injury 4 times, once being hit by a car that reversed 3 feet back and just touched his car.
For such claimants I suggest an increase or additional cover in insurance premium to cover their weak necks.
