Allow construction workers to be on lockdown during this pandemic

My 62 year old father lives in Doncaster. He is working in London on a construction site as he is contracted to work for them. If he walks off site to come home to be safe he will be liable for liquidation damages of 38k per day. This needs to be stopped. The workers are sharing portable toilets, canteens and vans to get to and from site.
