Make a law to enforce company/trades person to transfer the guarantee of the work done by them to new owner of the building/home.

Because there is nothing changing on the quality of the work/repair done by the company/trades person by changing the owner. The company/trades person has been paid for their work or guarantee, they must be still liable for the faulty work done irrespective of who is the owner of the property as changing the owner will not impact the quality of the work done by the company. Additionally there must not be any admin fees involved in the transfer.
