It’s not clear what the petition is asking the UK Government or Parliament to do.

Employees are legally entitled to annual leave, and employers are required to enable their employees to take this leave. The Government has relaxed rules on annual leave, allowing this to be carried over to future leave years, to support key industries during Covid-19. This arrangement applies to civil servants, but it is a matter for individual employers to determine staffing during the current crisis: https://www.gov.uk/government/news/rules-on-carrying-over-annual-leave-to-be-relaxed-to-support-key-industries-during-covid-19
