Paragraph 9 of the Welfare of Animals (Slaughter or Killing) Regulations 1995 requires animals to be stunned before slaughter; with an exception to the requirement to stun in respect of animals slaughtered for the food of Muslims or Jews.
The normal rule of statutory interpretation is that exceptions should be interpreted narrowly; an exception should not be interpreted so as to substantially undermine the legislative provision to which it is an exception.
Does the government agree that slaughterhouse operators must only slaughter animals without stunning when they are satisfied that the meat is destined for use by Muslims or Jews?
Will government ensure that Caterers – be they restaurants, schools, hospitals or sporting venues – cannot serve any halal meat that comes from unstunned animals to the entirety of their customers, pupils or patients?
Serving this unstunned meat to all consumers is surely unlawful.
