To change the current guidance and advice to a mandatory statement that means reasons for being out of the house are solely those that are essential and that being out of the house for any other reason will be prosecuted/fined. To replicate the systems in Spain and Italy

It is completely obvious that a significant number of people do not take their responsibility in this current situation seriously for a number of reasons. It is currently impossible for the authorities to make serious impact on these groups as there are huge numbers of people outside and most will be following guidance.
The move to this next level will make control and enforcement possible for authorities
