Help first time buyers to make any first purchase to help housing market. At the moment only get help for buying new. This helps them and the builders but makes it difficult to resell. If buying on seconhand market they will get cheaper homes, are then less likely to default, and they then begin a chain of sales. This will help ALL of the housing market and the loans will not be used for highe priced houses with a 'new build' premium price
