In 2017 the house of commons voted 323 to 309 to maintain this cap (https://www.express.co.uk/news/uk/1269007/NHS-pay-mps-voted-against-nhs-nurse-pay-rise-Boris-Johnson-Matt-Hancock-voting-history)

Increasing the top rate of tax would have little impact on these individuals benefiting NHS staff
