That police be required to treat misconduct by certificated bailiffs and High Court Enforcement Officers (HCEOs) as criminal matters and not civil matters and that police do not assist bailiffs and HCEOs to gain entry to debtor's premises unless an order signed by a Judge or Justice of the Peace is in possession of the bailiff at the time. That powers of bailiffs be included in an form an integral part of police training.
