Any measure to be effective must address the target. The problem is public drunk and disorderly conduct. Answer? Make that an expensive act. Issue a high fine, like motorists get if they park in the wrong place. That will concentrate the minds of mindless drinkers, save police and NHS budgets and leave the rest of us out of it.
