Allow all voters the option to choose which welfare benefits their tax goes towards paying.

For example, at the start of each new tax year, send a list of all benefits provided by the state to all voters allowing them to tick which benefits they wish to pay for.

Set a minimum number which they have to choose e.g. on a list of 15 benefits you have to tick 8 that you agree to pay for

Don't fund handouts which you don't agree with!
