Remove or reduce tuition fees for University education. If not for all students, then at least for the top 25-50% of applicants, as measured by intelligence. People wishing to study degrees in events management, hairdressing or similar can either fund themselves or get alternative qualifications, apprenticeships, BTECs etc....
