The use of the word discretionary ,when being used as to concessionary travel needs to be given more detail.
1: The meaning should be County Councils only and PTA`s .
2: Bus Operators are not allowed to offer concessionary travel outside the 0930 start Monday to Friday.
3; The discretion should only apply to bus routes which operate and serve hospitals were those bus pass holders who have early appointments can attend
4: The discretion should also put Wales/Scotland and Northern Ireland on the 0930 start Monday to Friday.
5: The discretion should apply to bus services only,and not other public transport means before 0930 if covered by the county council or PTA.
