Apply an adequate threshold point where police horses will be withdrawn when used in crowd control that escalates e.g the BLM protest in London where a horse bolted

As an owner and rider of horses for most of my life I can attest to the fear that horses can and do feel in certain situations. No matter how well trained or calm they are trained to be, in a riot situation no horse will be absent of fear and no amount of training can prevent that fear being felt. The police in this matter have a choice to do this job but the horses do not. Choosing to place them in these situations is akin to animal cruelty and should be banned immediately.
