Rejected petition Vehicle owners should refrain from sounding the car horn when picking up/dropping off at houses

I would like homeowners to be able to contact the police or council with regards to vehicle owners beeping a car horn outside houses when they are picking up and dropping off other people.

I feel the Highway Code is not a good enough guide for those who have to put up with this and feel an actual law and support is needed. Also a serious fine is required to discourage this type of behaviour.

It is unnecessary when all they have to do is get out of the car and knock on the front door or ring the doorbell.
