Highway code updated to allow turn left at lights on a red light if treated as a stop line.Make it a criminal offence for drivers to occupy middle or outside lane if other lanes are clear, tailgating to be also a criminal offence and moving lanes into another road users braking distance, minimum 6 points for repeat offenders.
