Make it mandatory for offenders to pay in full financially for all damage to person and property and losses resulting therefrom no matter how long it takes in an effort to deter and reduce crime .It should be a strong deterrent if would be offenders knew in advance the penalties they would be inviting.The choice would then be their own and any hardship of their own making.Parents of minors to be made responsible during minority of children who would take over liability on attaining majority

Victims interests to have priority over offenders interests.New Laws and Court guidlines need to be made. An in depth feasibility study and appropriate consultations are requested
