VAT is designed to tax on luxury items. The only use for the majority of emergency medical equipment and rescue equipment is exactly that, to save life in an emergency. It cannot be used for any purpose and so to my mind, since life is a basic human right, not a luxury, emergency medical equipment should be exempt from VAT.
