The harm sought to be addressed is the sale of artificially created "building plots" carved out of undevelopable land by persons pretending that they are a genuine investment or profit opportunity.

The petitioners humbly pray that the Government legislate to make the marketing of more than two parcels of land of each less than 4,000 square meters and lacking planning permission for residential use an investment activity regulated by the FSA.
