Petition No dividends for water companies losing more than 10% through leaks during a drought

We petition the government to ensure that no water company be allowed to issue dividends to it's shareholders or bonuses to it's executives in any drought period during which that company loses more than 10% of its water supply to leaks.
This restriction should apply in any period that drought restrictions are placed on the public in the area that company serves.
In some of most drought hit regions, water companies lost up to 27% of their supply last year to leaks, a situation that clearly needs to be rectified.
