Why don't people vote in Local Elections?

1. people don't feel its worth their trouble voting
2. they don't know what councillors do for them
3. people don't know who councillors are

A Solution
Reform the complicated system of different types of councils to make power devolved in uniform and clearer way across the country.

If people knew what powers councils had then they would be more interested in participating in local democracy.

At the moment we have County and District Councils. As well as around 10,000 parish, town and community councils. Do you know how they are different? Does anyone?
