If horse owners insist on riding their animals down residential and built up streets, they should have to clean up after them, the same way dog owners do. Horses belong in rural areas and therefore country lanes and fields are acceptable, but in residential areas where children play, horse owners should be made to take responsibility for their mess or get fined.
