Petition War Referendum: bring democracy into the defence of our country

I propose that the Government introduce an amendment to the constitution which obliges any Government to seek approval from the general public in the form of a national referendum for any attack on another sovereign state, unless the armed forces of that state have declared war (via words or action) on the United Kingdom. I also propose that this be drafted as an EU Directive so that it can be implemented across all EU Member States; and that it be presented to the General Assembly of the United Nations to be incorporated into international law.
