Petition Legislation restricting the movement of gypsies

We the below signed, wish to see legislation introduced to require the gypsy community to obtain a 'license to pitch' for each area they move into. This would be charged on a daily basis.
Exceptions would be where gypsies are -

a) Parking with pre-obtained planning permission on their own land.

b) Parking at an official commercial or LA caravan site

c) Parking within the boundary of their own dwelling house.
