Rejected petition To allow my wife to gain a entry visa for the UK

My name is Mr. Anthony Eley, 42 Mayfield Walk, St. Helen Auckland, Bishop Auckland, County Durham, DL14 9UY, UK.
My marriage to my present wife (Joyce Bothle Eley) dated 1st June 2011.
My petition is that my wife is allowed an Entry Visa to join me and our daughter Innes Eley to be together again in harmony as is the interest of a happy relationship.
I believe there is corruption in South Africa (Pretoria) because the Immigration Visa's are out-scoured.
My wife has been turned down twice for Visa's to enter the UK.
She also has taken the English test's 5 times now, and is getting unbearable for her.
