Petition Compulsory Micro-chipping of ALL dogs

I would like the government to make it compulsory for ALL dogs to be micro-chipped and on a register regardless of age and breed.

If there are any attacks against people or other dogs by micro-chipped dogs then fine/jail the owner responsible for the dog and remove the dog from their ownership.

The Police should be given the power to treat an attack on a guide dog or any other assistance dog like an attack on a person.
