In this day and age it is undemocratic if not open to allegations of impropriety for the PM to decide whether any member of the cabinet or MP regardless of party affiliation is alleged to have broken the ministerial code is referred instead I propose that a submission is made to Speaker who decides on whether the motion can be laid and that the House itself votes on the issue and a free vote is mandatory.
