When an e-petition is rejected on the grounds that a petition on the same topic has already been accepted, a link to the open petition should be provided to anyone who views the rejected petition.

This would provide greater transparency of the process involved in rejecting these petitions and allow users of the site to find the petition they are looking for faster.
