To enforce a maximum payment terms of 28 days (or less) on all retailers who have 50 + stores. Thus enabling more liquidity to enter UK industry. Current excessive payment terms are unsustainable in current market conditions and this is a sensible method to inject more capital/liquidity into UK manufacturing/supply industry
