To allow the worst performing banks to fail whilst protecting savers monies - then place the bank of England either into the failed branches lending directly to business or place an outlet of the bank of England in local town halls

Stopping the banks from swallowing money intended to go into the economy to create jobs and emerge from the recession and loaning directly to companies and businesses directly .thus not allowing the financial sector to swallow any government funding
