Only members of the public who have worked and paid taxes, can claim benefits if they find that they are in a situation where they need to claim.
A tier system to be introduced to stipulate how much an individual is entitled to, dependant on how much tax they have contributed to. (A central database updated regular by HM Tax and Revenues).
This system would promote a fairer system i.e those who work and pay tax can claim benefits should they be in a situation (redundancy etc).
