Petition Against the law to text whilst on the move, vehicle or walking

I propose that the use of Mobile Phone Texting at any time other than standing still is against the law. I know the government has already supposedly made it against the law to use it in a moving vehicle. I am finding more and more, on a daily basis, I have to take avoiding action because someone is walking towards me whilst texting.
