Petition house offers

I would like the government to change the entire home buying system to work as follows;
1. you want to put your house on the market you have a full survey.
2. you resolve survey issues or demonstrate that you have adjusted the price in accordance.
3. someone makes an offer, they must demonstrate they have a mortgage agreed and that they have read and understood the survey as have their lender.
4. you put in your offer, you have a 14 day cooling off period and then you are legally obliged to purchase IF your financial circumstances dont change (so there is a get out if you discover redundancy or serious illness or marriage breakdown etc) proof of this has to be seen.
