Instead of the proposed regulation that will be make tail-gateing an offence (which is highly subjective), why not make it an offence to not use the left-most lane on major roads instead. Someone driving on the M25, using the 3rd lane out of the 4 available, when the inner 2 are empty, lead to other frustrated drivers either under-taking or tail-gateing, as the errant driver is reducing the avaiable flow if the other road users adhere strictly to current road laws
