Stop the proposed use of ECL and Orphan Works that would enable the use of an author or artists' intellectual property and work without their prior permission and without a full and diligent search for the copyright holder.

If Hargreaves' proposals are accepted without review, it would turn copyright in the UK on its head and sanction the theft of IP and work.
