Petition Death in service policy

I would like the Goverment to make sure death in service policys are only paid out to the person named on the policy and the insurance company can not go against a persons wishes in the event of your death and should not be able to over rule the policy and pay it to who they wish.
And the insurance company should contact the person named on the policy and a copy should be given out to the policy holder and the person named for proof.
