Financial terms of any contract, agreement or settlement between a public body, local or national government office and a commercial organisation, involving the use of £100,000, or more of public funds (or the waiving of rights to income) should be placed in the public domain. The Government should introduce legislation to make such non-disclosure an offence and, in addition to penalties, offending persons/bodies/contractors shall be barred from seeking further contracts.
