Closed Overseas Aid should be removed from countries that do not give free access to the media

As a country we are committed to giving overseas aid and regardless of the argument that charity begins at home and that until we have a prosperous, safe and healthy society at home we are committed to this program. However where countries do not give free and unrestricted access to the media to report on the effectiveness of our aid all aid should cease. No ifs or buts.
