To allow the general public access to the vast amount of empty / unclaimed seats during any event at both The Olympic & Paralympic events.

Whilst I understand some seats are empty due to transport issues, corporate inefficiency or disinterest etc. I suggest that once an event has started (much like an airline's booking system) empty seats be either given away or sold at minimum cost to willing applicants who are already present at the venue but not official ticket holders.
